About the Texas Vendor Drug Program 

The Texas Vendor Drug Program (VDP) provides statewide access to covered outpatient drugs for people enrolled in the following programs: 

  • Medicaid 
  • the Children’s Health Insurance Program (CHIP) 
  • the Children with Special Health Care Needs (CSHCN) Services program 
  • the Healthy Texas Women (HTW) Program 
  • the Kidney Health Care (KHC) Program 

Pharmacy providers must enroll with HHSC through the Provider Enrollment and Management System (PEMS) before providing any outpatient pharmacy prescription services. A pharmacy must enroll prior to participation in managed care.

Gainwell Technologies processes all traditional Medicaid outpatient prescription claims through a real-time, point-of-sale system using the National Council for Prescription Drug Programs telecommunication standard format. All claim submission requirements are available in the Pharmacy Provider Procedure Manual. Payment is posted weekly. Pharmacy providers can also use our electronic eligibility verification tools to obtain prescription benefit information and managed care health plan coverage.

Provider Functions

Pharmacies and prescribing providers must enroll with Texas Medicaid before registering to use the portal. Pharmacies use the portal to do the following: 

  • Access weekly electronic remittance advice and 835 payment files 
  • Check client eligibility inquiries 
  • Check claim status 
  • Receive pharmacy-specific notifications 
  • Send secure messages and chat with Texas Medicaid Pharmacy Call Center 

Prescribing providers use the portal to do the following: 

  • Submit clinical and non-preferred prior authorization requests 
  • Check the status of prior authorization requests 
  • Send secure messages and chat with Texas Medicaid Pharmacy Call Center 

The portal home page includes current and past notices, a provider directory of all Medicaid-enrolled pharmacies and prescribers, and links to reference materials, including manuals. 

The secure section of the portal enables registered users to submit pharmacy claims, prior authorization requests, check client eligibility, and review claim payment status.  

Register or Sign In

Portal registration enables prescribers, pharmacies, clinical, non-clinical staff, billing agents, and trading partners access to the Texas VDP Provider Portal functionalities available for their role.  

Only one trading partner account (TPA) should register, even if multiple billing or pay-to provider records enroll. The first person to register will assume the role of the trading partner administrator for the TPA. Functions of this process include accessing the public-facing web portal, detailed registration steps, email confirmation, and signing into a created secure portal account. Registration enables access to a secure portal for member eligibility inquiries, remittance advices, and more.

Username and Password  

Once the user creates their TPA, they must enter their TPA username and password to access the secure section of the portal. 

Password Reset or Username Retrieval

Registered users can reset their password using the email address provided during portal registration. An email is sent to the registered email account on file with a web link to reset the account password. 

A registered user can retrieve a forgotten username by correctly entering their registered email address entered during the registration process. The username is sent to the registered email account provided during registration.

Users of the Texas Medicaid portals for pharmacies, prescribers, billing agents and drug manufacturers can access VDP Provider Portal training and manuals from the Texas VDP site.
